Regional Empowered Committee (East Central Zone) Constituted for Forest Clearance

 

 

MEF&CC has constituted Regional Empowered Committee at Regional Office, East Central Zone, Ranchi comprising of the following Members.

 

(i)  Head of the Regional Office, East Central Zone, Ranchi  as - Chairperson

(ii)  Senior most officer from amongst officers in the rank of Chief Conservator of  Forests  or   Conservator  of  Forests  in  the  Regional  Office,  East  Central Zone, Ranchi as  -Member

(iii)  Dr. Ashok K. Ghosh as Non-official  -Member

(iv)  Dr. Anshumali as   -Non-official Member

(v)  Dr. Rajesh Kumar Ranjan as -Non-official Member

(vi)  Senior most officer from amongst officers in the rank of Deputy Conservator of Forests in the Regional Office, East Central Zone, Ranchi  as  -Member-Secretary.

 

The officers mentioned below of the States specified hereunder, shall be invited to attend meetings of the Regional Empowered Committee as special invitees, in the examination of the proposals pertaining to the diversion of forest land in their respective States, namely:-

 

(A)  Government of Jharkhand:

(i)  Chief Conservator  of  Forests  (Administration),  Department  of  Forests  and  Environment, Government of Jharkhand;

(ii)  Joint Secretary, Department of Revenue and Land Reforms, Government of Jharkhand;

 

(B)  Government of Bihar:

(i)  Chief Conservator  of  Forests-cum-Nodal  Officer (Forest  Conservation),  Department  of Environment and Forests, Government of Bihar;

(ii)  Special Secretary, Department of Revenue and Land Reforms, Government of Bihar.

 

The committee has been constituted in  pursuance  of  sub-rule  (1)  of  rule  4A  of  the  Forest  (Conservation)  Rules,  2003.

Forest Conservation Rules provide that the proposal involving forest land up to forty hectares other than the proposal relating to mining and encroachments, shall be forwarded by the concerned State Government or as the case may be, the Union Territory Administration, along with its recommendations, to the Chief Conservator of Forests or the Conservator of Forests of the concerned Regional Office of the MEF&CC who shall within a period of forty five days of the receipt of the proposal from the concerned State Government or the Union territory Administration, as the case may be (a) decide the diversion proposal up to five hectares and (b) process, scrutinise and forward diversion proposal of more than five hectares and up to forty hectares, along with the recommendations, if any, to the MEF&CC for obtaining the decision of the Central Government and inform the State Government or the Union territory Administration, as the case may be, and the User Agency concerned.

The Regional Empowered Committee shall decide the proposal involving diversion of forest land up to forty hectares other than the proposal relating to mining and encroachments, within forty-five days of the receipt of such proposal from the State Government or the Union territory Administration, as the case may be.
